Head of Policy Analytics

Ian Inkster is a Trustee of the Biogerontology Research Foundation, appointed in 2025 after more than a decade working closely with the Foundation’s policy activities as a volunteer.
He works at the intersection of strategic communications, policy analytics and emerging technology. His defining professional capacity is what he describes as intellectual empathy: the ability to identify when two disciplines — or two speakers — are failing to communicate in ways that are costing them years of progress, and to correct the framing at the point where it matters most, before false interpretations become entrenched.
From 2009 onward this capacity has been applied to frontier technology sectors at the precise moments they transition from speculative activity into recognisable industries — making novel concepts legible to capital markets, to government, and to the adjacent sectors that will eventually constitute each new field.
The gap between a concept’s emergence and its adoption as operational vocabulary by major institutions is rarely closed by the concept alone; it requires someone who understands both the concept and its intended audience, and can build the bridge between them without distorting either.
At the Foundation this has meant supporting the policy work that underpins its scientific agenda — including the classification and regulatory activity around ageing — and building the conditions for a solution when those conditions do not yet exist.
